Announcement of the winner of the activity for the provision of the number portability service in the Republic of Kosovo

The Regulatory Authority of Electronic and Postal Communications (ARKEP) announces that after a long and intensive work, the winning company has been selected, which will enable the implementation of Number Portability for mobile and landline service providers. The winning company is the PXS&Botek consortium.

In accordance with the requirements set forth in Regulation No. 58 (Ref. No. Prot.113/B/22) on Number Portability for subscribers of public electronic communications services, article 14.2, dated June 05, 2023 ARKEP has published the activity “Request for Proposals to provide a Number Portability Administration Service for Kosovo” (RFP) on behalf of the Operators, this document was drafted and finalized by the number portability expert working group (NPWG). The RFP document for the provision of Number Portability provides detailed information on the technical and operational requirements to enable the provision of the Number Portability administration service in Kosovo.

The process for submission of offers was open until July 19, 2023 and the number of offers received during this period was three (3).

The evaluation of the offers and the selection of the winner was made by a commission created with the participation of the operators Telekom i Kosova sh.a.  and IPKO Telecommunications LLC, while ARKEP has supervised the process in accordance with the provisions set forth in Regulation No. 58 for number portability.

The purpose of publishing this activity and the number portability regulation is to guarantee and implement number portability by all operators who offer mobile and/or fixed electronic communications services as well as creating the best conditions for growth and protection of competition.

With the implementation of number portability, it will be possible to establish one of the most important mechanisms for the protection of effective competition in the market, as well as a marked advance in the realization of the consumer’s right to number portability and the provision of the best services in generally.

The implementation of number portability has been a constant request of the European Union (EU) through the progress report and conclusions of the sub-committee for innovation, information society and social policies for the implementation of the SAA.
